Annual Report 2018

Detention, Labour Exploitation, Sunset over the SCHR

Since its beginnings, the SCHR has concerned itself with detention in Switzerland. In our Online Annual Report for 2018 we take stock of recent developments. We note positive changes in various areas, which are, among others, due to the SCHR’s studies and recommendations. But there is also a need for further improvement, in particular with regards to pre-trial and administrative detention.

The report also examines the problem of labour exploitation in Switzerland, for example in the hospitality or construction sectors. Here, the legal framework is still insufficient. Our input discusses various propositions for improvement.

Full order books, but no continuation

The review of our activities in 2018 as well as of the projects planned for 2019 demonstrate an ongoing demand for the SCHR’s services. However, the Federal Council will close down the SCHR at the end of 2020. The SCHR will therefore terminate its activities in less than two years. To date, the Federal Council has presented no plans for a National Human Rights Institution.
