Contractual Basis
The SCHR operated on the basis of a framework contract between the Federal Government and the University of Bern and an agreement between the participating universities. It received a core funding of one million CHF per year from the Confederation. In return, the SCHR provided services defined in annual service contracts with the Federal Government.
In addition, the SCHR received mandates from public authorities, NGOs and the private economy sector. The volume of income of these additional mandates averaged around CHF 350,000 to CHF 400,000 per year.
The cantonal universities also made an important contribution to the SCHR by providing their infrastructure. The members of the Board of Directors worked largely on a voluntary basis for the SCHR.
